Intake Instructions

REFERRAL ONLY.  NO WALK IN AVAILABILITY.

The primary focus for referrals will continue to be unsheltered individuals in and around downtown St. Paul who would otherwise be spending the night outside, in outdoor encampments, in the skyways, riding transit or in places unfit for human habitation. Safe Space will only accept individuals with a referral from an authorized referral partner.

There will now be an initial que for entry into the Safe Space via the list of individuals that did not get a bed via the lottery system at Higher Ground.

  • 25 beds will be open for these individuals until 11 p.m.. Any unclaimed beds will then be open to HAT and SPPD.
  • 20 beds will be held for HAT
  • 10 beds will be held for SPPD
  • 5 beds will be open for Outside in referrals that may need more than 1 night and up to 7 nights. (utilizing the reservation system from last year’s Winter Safe Space shelter.)
  • 4 beds will be floating beds open to individuals that show up “unaware” of the referral process (these could be left open for direct hospital referrals).

Intake Process

Hospital staff should call 651-266-4483 after 9:30 pm (preferably after 11:00 pm each night as shelter staff will be busy navigating the initial rush after the shelter opens at 10 pm).  If referrals are being made by hospital staff prior to 5pm, they should send an email to safespace@modelcities.org.   Ideally, individuals looking for a shelter bed should go to Catholic Charities Opportunity Center before 1 p.m. to participate in the lottery process for access to shelter beds.

Service Description

Rule-outs

Individual must be able to care for themselves with no medical needs.  There is no medical staff or services available at the shelter.

  • Safe Space remains at Ramsey County East Building, 160 Kellogg off Jackson street, former site of the Ramsey County Detoxification Center. More recently the former site of the Winter Safe Space.
  • Hours 10:00 p.m. – 9:00 a.m., 7 days a week and Holidays.
  • Capacity: 64 people
